A Budget That Doesn’t Match the Need
Coalition Partner Calls for Full Funding of the DFD Budget
May 13, 2025 — Governor Phil Murphy’s proposed $58 billion state budget includes funding for child care subsidies supporting up to 70,000 children. However, this is still inadequate; an additional $25–$30 million is needed to fully fund the state’s core subsidy program for the year ahead.
On April 10, 2025, Winifred Smith-Jenkins, Director of Early Learning for Policy and Advocacy at Advocates for Children of New Jersey, testified before the Senate Budget and Appropriations Committee. Her testimony highlighted the importance of a fully funded Division of Family Development budget.
“Full funding means we protect access to care and education for children and families in need, support New Jersey’s workforce, comply with federal standards, and invest in a child care system that is stable, equitable, and essential for our shared future.”

Following her testimony, Smith-Jenkins also spoke with NJ Spotlight News, where she highlighted how inadequate child care funding is not just a family issue — it is an economic one.
